WASH Projects Management Delegate

The Netherlands Red Cross is engaged in a partnership with the South Sudan Red Cross Society to build resilience and provide durable WASH solutions to floods and drought prone vulnerable communities in the Equatoria Jonglei and Bar El Ghazal States. For this purpose we are recruiting a WASH project manager, stationed in Juba.

Purpose of the position

The Projects Management Delegate will be responsible for supporting the Netherlands Red Cross (NLRC)/ South Sudan Red Cross (SSRC) WASH / Anticipatory Action projects: Chronic Crisis project in Terekeka, in Central Equatoria State, and Water at the Heart of Climate Action (WHCA) in Jonglei and Eastern Equatoria States in South Sudan. The main aim of the position is to ensure technical and project management oversight on the planned WASH and Disaster Preparedness activities and to support the SSRC project team based in Terekeka, Greater Equatoria and the SSRC team involved in the WHCA project in Jonglei and Eastern Equatoria States. Additionally, the Delegate will participate in the WASH Technical Working Group meetings/ activities and synergies discussions, in line with the Strengthening Movement Coordination and Collaboration. In consultation with the SSRC Head of WASH department, the Projects delegate will participate in working and coordination meetings of non-Movement partners, such as UN Agencies, NGOs, and Government Ministries (Irrigation, Health, Agriculture and Environment). The Delegate will be actively involved in exploring funding opportunities and developing projects proposals to address longer term needs for the community and to provide technical support to other NLRC-supported projects, as required. The delegate must ensure all activities are implemented following the accepted humanitarian standards (like SPHERE), while ensuring back donor financial compliance, promoting capacity strengthening of the SSRC and actively pursuing community participation in the implementation of the activities. In addition the delegate is expected to implement NLRC international strategy and seek continuously the linkages between the key pillars.

Background

The Netherlands Red Cross is supporting the South Sudan Red Cross since it foundation in 2013, to implement projects developed under the SSRC Strategic Plan. NLRC supported projects include complex and integrated programs with components addressing access to Water, Sanitation and Hygiene.

WASH is an important pillar of South Sudan Red Cross 2022-2026 strategy, recognizing the dire needs of access to water, sanitation and hygiene in South Sudan.

Since 2020, NLRC is supporting WASH related activities in response to the Covid 19 pandemic in Juba and in building resilience to Chronic Crisis in Terekeka mainly through wash and water management: the core projects were Chronic Crisis 1,2 and 3. The current project shall be focusing on implementing a clear exit strategy, with the absolute closure of the project in 2026.

In 2024 NLRC started supporting SSRC with a consortium programme called Water at the Heart of Climate Action (WHCA). The project has a main component on Early Warning communication and dissemination, Water management and Anticipatory Action. This project is being implemented until August 2028.

 

Position in the organization

The Projects Management delegate will report directly to the NLRC Country Representative based in Juba, South Sudan. On technical matters related to the intervention, the WASH Project Management Delegate will liaise closely with SSRC WASH Department, NLRC technical advisors, PMER and NLRC Data team (510), and other relevant actors within the NLRC HQ for support and guidance.

Summary statement and responsibilities

Project Implementation

  • Provide project and technical support in planning, implementation, monitoring and reporting throughout the project cycle in accordance with NLRC and SSRC procedures (such as procurement and financial) and agreements as set in the project Fact sheets and the NLRC/SSRC Partnerships framework Agreement ;
  • As NLRC project budget-holder, the Projects Management delegate will be responsible to oversee the project budget management, provide adequate and timely quality narrative and financial reporting according to NLRC and donor standards, and undertake project evaluations, all according to NLRC’s Standard Project Approach (SPA);
  • Monitor budget and expenditure, and follow up with SSRC and other Consortium Partners to ensure activities and procurements are planned in time
  • Ensure that all required documentation by the back donor and all other relevant key documents are being stored at NLRC’s digital system SPACE, making use of the required workflows for approval of budget, contracts and other key documents.
  • Be responsible for project related finance operations with support of local administrator in order to ensure proper procedures are applied as per PFAs and ensure standard documentation is maintained for the project expenses and archived accordingly in NLRC accounting system
  • Review project progress, together with SSRC, ensure the tracking of project progress against targets, and review quarterly program reports and financial reports with senior management;
  • Provide accurate and up to date information to the SSRC HQ Programme and WASH Departments, NLRC country representative and NLRC HQ regarding progress and deadlines;
  • Provide appropriate mentorship, capacity strengthening to SSRC staff and volunteers including project management, assessment and identification of needs.
  • Give technical support and strengthen SSRC in WASH implementation of the program including borehole drilling, installation of solar pumped water systems, handpump rehabilitation, Operation & Maintenance activities, CLTS, PHAST, sanitation marketing and hygiene promotion activities. Special focus should be given to consolidation of results and long terms sustainability of WASH services installed.
  • Ensure ongoing monitoring of the Project and make sure the core components and activities related to WASH, Irrigation, Disaster Risk Reduction as well as gender and diversity are implemented following quality standards like SPHERE and WHO, in adherence to South Sudan government regulations and are well mainstreamed across the sectors.
  • Support SSRCS in possible emergency WASH response in South Sudan, by participating if necessary in field emergency assessments, and supporting the NS with emergency WASH trainings to build its capacity.
  • Take the lead in the development and implementation of the Water at the Heart of climate action project, in alignment of the SSRC Strategic plan , Water at heart Joint Plan and IFRC unified plan
  • ensure close coordination and collaboration with other Red Cross partners. Contribute to collective strategic and operational support to SSRCS in various areas of intervention
  • Ensure all activities are implemented with due consideration to the security context of South Sudan, adhering to NLRC safety protocols and contributing to regular contextual risk assessments.
  • Ensure gender, protection, and inclusion are mainstreamed throughout the project cycle—from assessment and design to implementation and monitoring—following IFRC Minimum Standards and NLRC guidelines.

Program Design & Development

  • Contribute to Data and Financial Sustainability as formulated in in NLRC international strategy
  • Contribute to the continuous scoping and development of the WASH and DRR project proposal responding to emerging need, adapting to changed context.
  • Perform other work-related duties and responsibilities as may be assigned by the direct line manager.

Representation & Coordination

  • In close coordination and collaboration with NLRC Country Representative, support SSRC in maintaining and coordinating external relations and partnerships with WASH Cluster and State and National stakeholders to the program, including relevant line ministries and agencies of government of South Sudan.
  • Promote and contribute to coordination among RC/RC Movement partners, aligning with South Sudan SMCC documents and spirit, and ensure close alignment with other humanitarian actors active in the area of implementation.
  • Advocate among humanitarian actors, relevant government ministries and the community for quality WASH and Disaster Preparedness activities/services to promote risk reduction among the targeted communities.
  • Ensure with the other NLRC delegates, coherence between all NLRC-supported interventions. This particularly applies to harmonization and cross-alignment with other NLRC-supported activities (e.g. anticipatory action, data & disaster preparedness, community resilience strengthening).

What you bring

  • University degree or professional qualification in engineering (Hydraulic, Civil, Mechanical, Water and Sanitation), Hydrogeology and/ or Natural Resources Management, Environmental Studies or equivalent professional experience.
  • At least 5 years of international working experience in the humanitarian or development sector, with a focus on WASH.
  • Experience working and living in another country and context than your domicile.
  • Experience in working in East African context, preferably South Sudan.
  • Experience in WASH-related procurement activities in disaster response and early recovery operations.
  • Proven experience in leading complex humanitarian or development projects, including budget management, donor compliance, and team coordination.
  • Experience in designing and implementing development programme: including community-based natural resource management; rehabilitation and reconstruction of rural communities’ water infrastructures and water resources management.
  • Capacity strengthening: experience of training national staff and volunteers is required.
  • Red Cross/ Red Crescent knowledge and experience is preferred.
  • Experience in developing donor proposals and concept notes, including needs assessments and stakeholder consultations.
  • Solid experience in the complete cycle of project management, including financial reporting.
  • Previous experience in mainstreaming cross-cutting issues, such as gender, protection and inclusion in WASH and DRR projects.

Capacities and Skills

  • Strong interpersonal skills and good understanding of the RCRC Movement is preferred.
  • Strong analytical and problem-solving skills with independent decision-making capacity.
  • Excellent communication with the ability to represent the NLRC and to negotiate and influence opinions.
  • Understand and use various beneficiary registration methods.
  • Knowledge of feedback and response mechanism, including of appropriate methods of beneficiary communication and channels.
  • Contribute to the design and planning of distribution.
  • Ability to transfer knowledge, skills, and/ or abilities to staff and volunteers.
  • Excellent writing skills for reporting and proposal development.
  • Data literate.
  • Strong ethical standards, knowledge of Prevention of Sexual Exploitation and Abuse methods.
  • Able to work in hardship context
  • Demonstrated ability to work collaboratively in multicultural teams and build trust with local partners.
