Roving Finance Delegate

The International Assistance department is responsible for all Netherlands Red Cross international support for victims of disasters and conflicts and for vulnerable people exposed to hazards.

Purpose of the position
The Finance Delegate supports the financial management, accountability and compliance of Netherlands Red Cross (NLRC) supported programmes in Mali and the Central African Republic (CAR). The role provides financial oversight, monitoring, capacity strengthening and operational support to ensure that programme resources are managed efficiently, transparently and in accordance with NLRC policies, donor requirements and applicable regulations.
Background
The Netherlands Red Cross supports the Red Cross Societies in Mali and the Central African Republic through long-term partnerships focused on humanitarian assistance, resilience building and National Society development. The programmes are implemented in complex and challenging environments affected by insecurity, climate-related shocks and humanitarian needs.
NLRC supports a diverse portfolio of projects in areas such as disaster preparedness, health, livelihoods, protection and organizational strengthening. These programmes are funded through NLRC resources and institutional donors, including the Dutch Ministry of Foreign Affairs and other funding partners.
The Finance Delegate contributes to the effective financial management of this portfolio while supporting the development of sustainable financial systems and capacities within partner National Societies.
Position in the organization
The Finance Delegate reports hierarchically to the Partnership Unit Manager and functionally to the International Assistance Finance Manager at NLRC Headquarters. The position works closely with Country Representatives, Project Delegates, Host National Society finance teams and relevant colleagues within NLRC Headquarters.
The Finance Delegate serves as the financial focal point for NLRC-supported programmes in Mali and CAR, providing oversight, support and financial monitoring while strengthening financial management capacities of partner organizations.
The Finance Delegate works in close collaboration with the Financial Controller. While the Financial Controller retains ownership of financial strategy implementation, financial controls and oversight, the Finance Delegate supports the day-to-day operational execution and financial management within the country programmes.
As part of this collaboration:
The Finance Delegate participates in the bi-weekly online finance meetings with NLRC Headquarters finance staff.
The Finance Delegate contributes to monthly financial updates and discussions with NLRC Financial Controllers.
The Finance Delegate provides input to quarterly finance reviews and planning processes with NLRC Headquarters.
The Finance Delegate proactively shares operational financial insights, risks, trends and recommendations from the field to support effective decision-making and financial stewardship
Summary statement and responsibilities
Financial Management and Control
The Finance Delegate supports the financial management of NLRC-supported programmes in Mali and CAR by conducting financial reviews, monitoring budget performance and funding requirements, and ensuring compliance with NLRC policies, donor regulations and local requirements. Working closely with programme teams and the Financial Controller, the Finance Delegate identifies and mitigates financial risks, reviews financial reports, verifies that financial records are complete and audit-ready, supports forecasting, cash requests and reporting processes, and provides mission reports with findings, recommendations and follow-up actions.
Capacity Strengthening and Partner Support
The Finance Delegate supports the strengthening of financial management capacities within Red Cross partner organizations through coaching, mentoring and on-the-job training. The role provides guidance on budgeting, forecasting, internal controls, donor compliance and financial reporting, while supporting partners in maintaining effective accounting, archiving, procurement and inventory management systems. The Finance Delegate promotes transparency, accountability and strong financial stewardship and contributes to the development of sustainable financial management practices that enhance partner ownership and self-sufficiency.
Coordination and Collaboration
The Finance Delegate works closely with Country Representatives, Project Delegates, partner finance teams and relevant colleagues at NLRC Headquarters to support effective financial management and programme delivery. The role actively contributes to country finance discussions and planning processes, shares financial trends, risks and lessons learned, and provides contextual financial insights to support operational and strategic decision-making. The Finance Delegate also supports the development of annual budgets, forecasts and financial plans that are aligned with programme objectives and organizational priorities.
Who we are looking for?
We are looking for someone with outstanding interpersonal and communication skills, who is able to adapt his/her approach and communication style to the level and needs of different stakeholders. The ideal candidate should be comfortable working hands-on with local administrative staff, providing practical guidance and capacity building, while also being able to engage professionally with senior management and leadership of the Host National Society (HNS).
Beyond technical expertise, we value someone who is approachable, patient, culturally sensitive, and capable of building trustful relationships. The successful candidate should be able to explain complex concepts in a clear and accessible manner, tailoring their support to the experience and responsibilities of their interlocutors.
In addition, the candidate should be able to work independently, take initiative, and manage their responsibilities with minimal supervision while remaining focused on agreed objectives, deliverables, and deadlines.
Requirements/Qualifications
Key qualifications
Bachelor in Finance Administration, or other relevant degree
Seven years of experience in financial management, accounting and control
At least five years of experience in working for a humanitarian aid organization, preferably in Africa
Experience working in another country and/or work culture
Experience in preparing budgets, cash flow statements and financial plans
Experience in developing financial reports
Provide support to ensure consistency with narrative reporting
Experience with donor formats and requirements
Strong communication and training / coaching skills
Strong verbal and written communication skills
Experience in problem identification and solution analysis
Excellent practical computer skills (including excellent command of Excel spreadsheets and accounting software, as well as strong competence in Windows, Word processing, internet and email)
Knowledge of Winpaccs Accounting and Cost Control preferable or willingness to complete the relevant training
Willingness to travel to the Branch Offices as required
Fluent in French and English
Preferably experience in working for the Red Cross/Red Crescent movement
