Finance Delegate, South Sudan (Juba)
The International Assistance department is responsible for all Netherlands Red Cross international support for victims of disasters and conflicts and for vulnerable people exposed to hazards.
In this regard, the Netherlands Red Cross (NLRC) is engaged in a long-term partnership with the South Sudan Red Cross Society to support them in building community resilience. We do this through the support of a varied project portfolio but always with a direct support to the implementing partner: SRCS and SSRC. For optimizing this, NLRC has a delegation with an office administration present in Juba.
NLRC is recruiting the following field position
Position title: Finance Delegate - South Sudan

Purpose of the position:
The purpose of this position is to ensure the implementation of compliant project financial management by building the capacity of the NLRC Delegation and SSRC Project and Finance staff. The role involves establishing an efficient and accurate financial reporting cycle while monitoring, supporting, and verifying financial processes, as well as ensuring adherence to established policies and procedures for the NLRC-supported projects in South Sudan.
Background
The NLRC supports the South Sudan Red Cross through a strategic partnership, with longer term development assistance through a current program in Disaster Management, WASH, Food Security, Data and Financial Sustainability. Additionally, NLRC supports the SSRC with strengthening its capacities to effectively provide services to the most vulnerable communities and assists the partner in the coordination within the Red Cross Red Crescent Movement and other stakeholders.
South Sudan Red Cross Society has been undertaking a transformation journey from 2019/2020. In 2022 SSRC started restructuring their Finance Department and started implementing the use of its own financial system of reporting (Navision Business Central) as well as using of joint account for all our projects. This has become a challenge with many projects being administrated in same accounts. Therefore, currently NLRC is still applying a parallel accounting system, Winpaccs. However, as agreed also in the recently signed Framework Partnership Agreement (FPA) between NLRC and SSRC, the aim is to avoid a parallel system in due course. At the same time NLRC and SSRC are exploring a joint Finance Vision in 2026.
For the above reasons and current contexts, we are recruiting a Finance Delegate to support operations in South Sudan, to minimize financial risks, to structure the administration and bring it up to date, to ensure timely, complete and accurate reporting cycle , and to provide capacity building to NLRC and local staff based in-country and to support the Finance vision development in South Sudan, which includes the Risk Sharing trajectory.
Position in the organization
The line-manager of the FD is the NLRC Country Representative of South Sudan, based in Juba. In day-to-day management the Finance Delegate thus reports to Country Representative in Juba, who oversees the functional management, in conjunction with the Project Partnership Coordinator- PPC, at NLRC HQ. FD reports directly to CR on the execution of his workplan that is based on the CFP (see below). Monthly the Finance Delegate briefs the Financial Controllers of NLRC HQ. Every two weeks the FD attends online the NLRC Finance meeting (with NLRC financial staff HQ and NLRC financial delegates of all partnership countries). Also, the FD gives input to the quarterly finance meetings with NLRC HQ. Every two weeks the FD delegate joins the online desk meeting for South Sudan, and based on needs, the FD delegate contributes to meetings with NLRC Country Rep, PPC and Quality Manager on the development of the Finance Vision/ Risk Sharing trajectory.
The Finance Delegate works together in day-to-day operations with NLRC Project Delegates, including the Country Representative (who are owners of the Office project and other projects), and South Sudan Red Cross national staff. Close cooperation & frequent communication with Project Administration, Desk and Financial Control is essential.
Summary statement and responsibilities
Based on the needs in the delegation, and at the SSRC, the Finance Delegate take responsibility for drafting, developing and implementing a finance capacity building plan. The plan includes all specific financial areas that require support, based on a thorough analysis and input from the Financial Risk Assessment of the NLRC. The Finance Delegate coordinates this process closely with the Country Representative, Program Partnership Coordinator and Finance Controller.
Specific tasks from the CFP are:
- Develop and roll out of the Finance vision for South Sudan (close coordination with Finance Controller and Country Representative).
- Specific attention to be given to Risk Management (e.g. leading the dialogue with SSRC senior finance staff on developing/ improving risk mitigation measures, enabling NLRC finance teams to implement and monitor compliance measures, etc.).
- Conducts internal project reviews and delivers quarterly reports with detailed findings and recommendations for improvement to the NLRC Project Delegates as well as SSRC project and finance staff.
- Follows up on the implementation of risk mitigation measures and internal and external audit findings in close coordination with the Finance Controller.
NLRC Supported Projects:
Support NLRC delegates (the project owners) to:
- Safeguard Donor compliance; 100% compliance to procurement regulations and verify, 100% audit proof of financial files.
- Do monthly bank reconciliation with the financial administration of SSRC, identify and report discrepancies between SSRC admin and NLRC Winpaccs
- Do Budget planning/preparation, forecasting, Monitoring and analysis.
- Do monthly financial reporting to NLRC for the project(s), in coordination with the country representative/project manager, to steer and manage the project funding.
- BVA report to Finance Control and Country Representative accompanied with explanatory note for deviations above 10% per main budget line by comparing the coherence of the POA vs actuals for the relevant reporting period.
- Do field audits to SSRC Branch Offices where NLRC projects are implemented, and share findings with CR, PPC and FC.
- Report to FC any financial irregularity or project administration issues.
- Ensure SPACE and Winpaccs match both at field level and HQ level.
- Plan, lead and coordinate together with Project delegates and accountants the end of project audits and internal reviews/auditing.
- Work with peer Partner National society Finance delegates in the Finance Working group.
NLRC Juba-based delegation:
- Ensure Finance tools and systems are in place, are well maintained and safeguard that each Project delegate executes his/her roles and responsibilities correctly.
- Train and coach, the NLRC Project Delegates, The Country Representative & National Finance and administration staff in NLRC procedures for: internal control, financial planning, budgeting (and revisions); Winpaccs accounting and cost control; forecasting, cash request and reporting requirements.
- Perform the month-end financial close process within the established deadlines.
- Provide support to cash-based initiative (if/as needed).
- Ensure that all donor reporting requirements (financial) are met within the deadlines and that the accuracy, integrity, and timeliness of the reports are maintained.
South Sudan Red Cross
- Maintain a good working relationship with the SSRC Finance, Administration and Support Service Managers and other stakeholders including financial staff of PNS in South Sudan.
- Attend Administration, Support Services, and Finance technical working groups and provide technical support to the SSRC and update the Country Representative on the issues that may require attention and report the same to FC during the monthly technical meeting.
- Support the review, investment in and strengthening of SSRC financial policies and procedures, mentorship and training of SSRCS staff in financial, support and administrative functions.
- Together with NLRC Financial controller participates in Risk assessment of SSRC Administrative, Logistics and Finance systems and give recommendations for their mitigation. Please note that any suspicion of financial mis-management should be reported immediately through the available channels.
- Deliver capacity strengthening activities through training, coaching and mentorship of relevant SSRC staff.
- Support SSRC in adopting the International Financial Reporting Standards (IFRS) in their accounting financial management structure.
- Support the SSRC in Branch Financial Management.
- Support the SSRC in implementing Audit & other Risk Assessment interventions and recommendations.
- Work with the SSRC financial and administrative officers and train on the execution of the project administration, both at SSRC HQ and field (branches) levels – including regular field support, follow up, and review visits.
- Analyze and identify Navision design bottlenecks, propose and support improvements to ensure compliant reporting through our office, in cooperation with SSRC (and with Norwegian RC).
- Lead and special attention to monthly project reconciliation and balance reports: accruals of payables, receivables, bank and cash per project, and for the delegation office and representation budgets.
Requirements/Qualifications
Key qualifications
- Bachelor’s in finance and administration. Master’s in business administration or equivalent would be an added advantage
- Certification in Accounting e.g. CPA, ACCA, CIA desired
- 3-5 years of experience in financial management, accounting and control for medium to large sized program portfolio
- At least three years of international experience in working for a humanitarian aid organization in a similar context
- Proven experience on Financial and administrative capacity building of local organizations
- Knowledge of Winpaccs Accounting system preferable, or willingness to complete the relevant training
- Experience in preparing budgets, cash flow statements and financial plans
- Experience in developing financial reports, and providing support to ensure consistency with narrative reporting
- Experience with humanitarian donor formats and requirements such as EU, NL MOFA
- Strong verbal and written communication skills, including experience and proven competence in preparing financial reports and explanatory notes on deviations
- Excellent MS computing skills (including excellent command of Excel spreadsheets and accounting software)
- Fluency in English is required
- Experience working and living in another country/context than your country of domicile
- Experience working for the Red Cross/Red Crescent movement in similar roles, National Society relations
- Experience working in low resource/high security risk – with strict safety and security restrictions and expectations - context required
