510 improves humanitarian action by developing data and digital solutions for our partners. 510 is part of the International Assistance division in the Netherlands Red Cross (NLRC). Since its founding in 2016, 510 has grown into a team of 60 core and project staff, students and volunteer experts which are divided into three sub-teams; data team, digital team and operational team. Our partners are Red Cross and Red Crescent National Societies (NS), the International Federation of the Red Cross and Red Crescent Societies (IFRC) and the International Committee of the Red Cross (ICRC). Our support focuses on four key thematic areas: Cash and Voucher Assistance (CVA), Community Engagement and Accountability (CEA), Anticipatory Action (AA) and Digital Preparedness (DP).

As a Data & Information Manager (IM) you will play a crucial role in our organization’s effort to support the Netherlands Red Cross with using data analytics to improve decision making. Data & Information Managers are part of 510’s Data Team. You will join a team of 16 colleagues, including Service Coordinators, Data Specialists and Data & Information Managers. In this role, you will have a specific focus on our Anticipatory Action (AA) portfolio, helping to strengthen early action through better information, analysis and operational decision support. You will be closely involved in our support work and collaborate directly with Red Cross and Red Crescent National Societies to implement AA services and products in operational settings. While AA is your main thematic focus, the core of the Data & IM role is flexible: you will work on multiple projects in parallel and, depending on priorities and opportunities, you may also contribute to work in other thematic areas. The AA thematic area is rapidly evolving, with several exciting upcoming projects and implementation opportunities.

What are your core tasks going to be?
 
Within 3 months;
  • Get to know 510 and the Data Team’s ways of working, including our planning cadence, collaboration practices, and quality standards for deliverables.
  • Familiarize yourself with the Anticipatory Action (AA) portfolio and stakeholders, with a specific focus on the end-to-end data pipelines used for early-action triggering.
  • Gain a solid understanding of the partner organizations we work with (and the wider Red Cross and Red Crescent Movement), and translate their decision-making and information needs into clear requirements and user stories.
  • Familiarize yourself with the AA tech stack and working environments, including how we manage data access, data quality, version control, and releases.
  • Familiarize yourself with the Human-Centered Design process and translate user insights into concrete dashboard concepts, prototypes, and implementation plans.
  • Create operational information products (e.g., maps, dashboards, and infographics) that turn data into actionable insights for end-users.
  • Support partners in effectively using existing implementations of data products, maps, and visualisations for operational decision-making, including basic troubleshooting and user support.
  • Produce clear technical documentation and explanatory materials (e.g., guides, “how-to” notes, and handover documentation) to facilitate adoption and sustainable use of data products.
Within 6 months;
  • Translate information needs from partner National Societies into concrete solutions, covering data collection approaches, data pipelines, analysis, and fit-for-purpose data products.
  • Contribute to the roll-out of 510 data standards and data management system templates by applying them in active projects and improving them based on implementation feedback.
  • Set priorities and break down partner support and product tasks into milestones in the 510 planning system, providing clear updates on progress, risks, and next steps.
  • Work in a buddy system with other Data & Information Managers to peer-review outputs, share workload during peaks, and ensure continuity of partner support.
  • Establish a lightweight quality assurance routine for key deliverables (e.g., trigger pipelines, dashboards, maps) through a clear feedback loop with end-users.
  • Support at least one implementation by strengthening adoption elements such as training, documentation, and handover to partner teams.
Within 12 months;
  • Translate partner National Society operational challenges into well-scoped IM work packages, with clear problem statements, assumptions, and success criteria agreed with the National Society.
  • Manage one or more partner workstreams from intake to delivery, including aligning on timelines, dependencies, and ownership with internal colleagues and partner focal points.
  • Independently handle tasks in multiple projects in parallel, to high satisfaction of our partners.
  • Lead training sessions and develop training materials (products & services) for staff and volunteers.
  • 2nd line of support for RC National Societies on technical or product usage.
  • Conduct initial National Society implementation assessment to assess appropriate solution, technical feasibility and establishment of key National Society focal points.
  • Plan, deploy and test product implementations with NS.
  • Support product team with product analytics insights.
 
What do you bring?

The ideal candidate brings a combination of technical information management and data skills, with a practical mindset and strong motivation to contribute to humanitarian action. You are able to understand end-user needs and translate them into clear, actionable tasks and outcomes, and you enjoy working hands-on with partners to turn operational questions into trusted data products.

You have solid experience in one or more of the following areas: data management (e.g., data quality assurance, documentation/metadata, access management, and applying data standards), data analysis, and data visualisation (e.g., dashboards, maps, and infographics). Because many of our Anticipatory Action services are Python-focused, we are particularly interested in candidates with a technical background (preferably including Python) and experience or interest in building and maintaining data pipelines (e.g., ETL/ELT workflows, automation, monitoring, and reproducible data processing). A background in AA-related fields, such as disaster risk management/response, GIS/remote sensing, or climate and hydrometeorological studies, is a plus. Experience developing training materials and delivering training sessions on technical topics is a strong asset. You are comfortable working on multiple projects in parallel and can plan and prioritise effectively in a dynamic environment.

You are based in the Netherlands and are willing to travel to work directly with the National Societies we support. You communicate clearly in written and spoken English and Dutch, and a strong command of French is highly desirable.

The salary is set in scale 10 and dependent upon education and relevant professional experience (min. € 3.681,06 and max. € 4.962,01 gross based on fulltime position).

Next to your monthly salary you will have a 'personal budget’ at your disposal, of 19,2% of your monthly gross salary. You can use it to withdraw a holiday allowance, extra holidays or an end of year bonus. Our office is in the Hague, walking distance from the Laan van NOI station. You will work based on your activities, partly from home and partly from the office. We regularly meet colleagues on the work floor but also online via Teams to discuss cross functional topics and to stay connected to each other and our networks.
