Portfolio Officer

In this role you are responsible for supporting a portfolio of international assistance projects. The Netherlands Red Cross maintains bilateral partnerships with national Red Cross or Red Crescent societies in other countries including the Occupied Palestinian Territories, Lebanon, Sudan, South Sudan, Uganda, Ethiopia, Zambia, and the Philippines. The PO will assist with 2 or 3 of the above listed partner countries from Headquarters level, providing support to Project Cycle management and administration to in-country project delegates. In collaboration with the Partnership & Portfolio Coordinator (PPC), the PO supports the in-country delegation in the development of the project portfolio in the mentioned partner countries.

Where are you going to work? 

The Portfolio Officer reports to the Head of the Partnership Unit (PU) and works closely with the Partnership & Portfolio Coordinator (together, they form a desk).

What are your core tasks going to be? 

  • Support the project cycle of international humanitarian assistance projects through regular contact with the delegates in-country and the programme managers, technical advisors, and other support functions at HQ;
  • Ensure complete and up to date roject administration, on NLRC’s digital systems (such as SPACE and TEAMS including formal correspondence, legal documentation, and financial administration in collaboration with Project Administrators, Financial Controllers, Desk Assistants and in-country delegates;
  • Coordinate re-occuring meetings with desk, delegates, advisors
  • Work according to the Standard Project Approach
  • Coordinate necessary technical, financial and Project Monitoring & Evaluation (PME) support to the delegation, including the coordination of timely substantive narrative and financial reports;
  • Assist with resource mobilisation activities, such as drafting proposals for newly identified emergency response or capacity building projects in collaboration with the PPC, delegates in-country and the Resource Mobilisation team;
  • Monitor project progress and signal deviations from the standard project agreement that have an impact on the project objectives, costs, scope, timescale, quality, or risks to relevant HQ colleagues;
  • Provide input to long-term strategic plans and context analyses as requested by the PPC;
  • Support the PPC in interviewing and onboarding of new delegates for projects within the portfolio;
  • Be available for travel to the field as needed (approx. once or twice a year).

What do you bring?

  • A masters’ degree in international development or a related field;
  • At least three years of work experience in the humanitarian sector; international work experience is a plus.
  • Experience in managing projects and monitoring project planning and goals;
  • Financial skills, including budget development and monitoring financial project indicators;
  • Excellent oral and written command of the English language, proficiency in Dutch and French is a strong asset;
  • Excellent communication skills (proposals, reporting, correspondence) with strong interpersonal and coaching abilities;
  • Team player, supportive towards colleagues, relationship builder, culturally competent, diplomatic, and able to work independently;
  • Able to work in politically complex and challenging environments;
  • Available to travel to the partner countries when required (approx. once or twice a year);
  • Proficiency in Word and Excel, and quick learner of Internet-based management systems.

The salary for this position falls within scale 10 as mentioned in the collective agreement, depending on experience, minimum of € 3.546,30 and a maximum of € 4.780,36 gross per month on the basis of full-time employment). A fixed-term contract of 12 months with the prospect of extension. 

Next to your monthly salary you will have a 'personal budget’ at your disposal, of 19,2% of your monthly gross salary. You can use it to withdraw a holiday allowance, extra holidays or an end of year bonus. There are also various additional conditions such as a pension scheme, travel allowance, and good opportunities for personal development. You will also have a laptop and mobile phone at your disposal. 

Our office is in the Hague, walking distance from the Laan van NOI station. Like everyone else, you work activity based, partly from home and partly from the office. We regularly meet colleagues on the work floor but also online via Teams to discuss cross functional topics and to stay connected to each other and our networks.
